Establishment of the Research Institute
Shahr Danesh Institute of Legal Studies and Research was established in 1973 with the efforts of Dr. Vahid Eshtiagh and started its official operations in 1998.
The research institute was established to encourage academic work and studies on international legal systems and the Iranian legislative system. Members of the institute hope to address a variety of legal matters in Iran through their work.
In 1998, this research institute succeeded in establishing three research groups namely, private law, criminal law and criminology, public and international law, consisting of prominent researchers of the country and in 2004, the groups were approved by the Higher Education Development Council of the Ministry of Science, Research and Technology.
In 2021, based on the general meeting dated 2021/6/26, according to the license number 56639/18/3 dated 2021/6/26 by the Ministry of Science, Research and Technology, the new statute replaced the previous statute and the name of the institution changed to “Shahre Danesh Legal Research Institute”.
Based on the statute, activities of Shahre Danesh Legal Research Institute include:
- establishment and management of the affairs of the institute
- implementation of legal research projects according to the institution’s policies or accepted orders from other institutions
- collaborating with scientists, researchers, professors and translators and experts in various legal fields
- establishment and management of specialized research libraries and databases
- developing forums, conferences and seminars on various legal issues and creating circles for exchanging scientific ideas and thoughts
- reviewing current laws and regulations to identify any needed amendments.
- publication of specialized studies and scientific books
- training researchers and conducting professional development courses
- communicating with scientific and cultural centers inside and outside the country for the purpose of scientific cooperation and exchange of scientific and cultural works and publications.
Publications
The research institute started its activities in the field of book publishing in 1978 and today it is one of the most important publishers of specialized legal books in the country. Many of the published books are the result of the research activities in the institute or the translation of the selected studies that have been recognized as critical pieces of legal scholarship. Books that have published by the research institute are used as teaching resources in various universities; many of the books have been republished many times and in some cases have gone up to the 45th edition.
As the only private sector legal research institute in Iran, Shahre Danesh Legal Research Institute has carefully considered challenges with the current laws and regulations of the country and has published books in this field. The identification of weaknesses in the country’s legislative system has always been an area of focus for the research institute’s publications unit. The institute has published studies on new fields of law which provide legal guidance on a variety of matters.
Scholarly Journals
The Biannual Legal Research Journal was published in 2002, based on letter number 3/2910/588 of the Ministry of Science, Research and Technology dated 2006/1/25; and the meeting of Scientific Publications Commission of the country dated 2005/7/23. Scientific accreditation was awarded to the journal and due to the increasing need for legal research, the legal research journal became a quarterly journal from the spring of 2018. This quarterly journal has been ranked based on the new evaluation and ranking of the Office of Research Policy and Planning of the Ministry of Science, Research and Technology in 2019, 2020, and 2021.
The Research Journal of Criminal Law and Criminology is another publication of the Research Institute, which was approved as a biannual journal based on letter number 3/18/52389 of the Ministry of Science, Research and Technology dated 2013/7/7 and the meeting that was held on 2013/6/26 by Scientific Publications Commission of the country. The publication of the private law research journal started in 2013 and we hope this journal receives scientific accreditation in the future.
Currently, according to the regulations of the Ministry of Science, Research and Technology dated 2019/4/29, all publications of Shahre Danesh Legal Research Institute that include legal research journal and criminal law and criminology research journal have scientific validity.
Library
The research institute’s specialized library is considered to be one of the most important specialized legal resources in the country. In recent years, the current library has been a place for consolidating a large number of legal research projects in the country. The online library provides its members with access to Persian and Latin legal sources which is a feat that has been achieved after several years of hard work, dedication, and effort.
Online Library
To facilitate legal research, Shahr Danesh Legal Research Institute invested and launched an online specialized library. In this library, members can use the library’s resources with access to the full text of resources, regardless of location and time, through the interne They cannot download or print the text of Persian articles, but they can download Latin books, articles, and dissertations. In this library, a large number of English and Persian articles and books in the field of law have been collected and organized, and their number is constantly increasing.
Law Workshops and Educational Courses
In order to serve the legal community of the country and improve the science and culture of Islamic Iran, the education department of the Research Institute started its activity in November 2013. In the short period of its activity, this department has conducted several short-term courses and workshops, and in all courses, it has tried to use prominent Iranian professors, lawyers, and researchers as lecturers. The purpose of these educational courses and workshops is to:
- help people learn from the valuable experiences of well-known professors and lawyers in the field of legal science
- improve the scientific skills of young lawyers and law trainees
- support managers and legal advisers of public and private institutions
- further develop the skills of legal researchers
Videos of Workshops and Educational Courses
Due to the great demand of scholars living outside of Tehran and the distance that makes it difficult for them to participate in these courses, the education department has prepared and published the videos of the held workshops in the form of educational packages.
Theoretical Meetings
Shahre Danesh Legal Research Institute holds Theoretical Meetings to:
- complete its projects and research activities
- encourage the participation of expert lawyers in presenting scientific views on the legal challenges of the country
- deal with the most important problems of the legal community
- exchange ideas and opinions, propose different scientific views, and improving the existing legal system

Online Shop
In addition to the publications of the Shahre Danesh Legal Research Institute, the Shahre Danesh online store has been launched in an independent domain from the research institute portal and it’s available at shahredanesh.com. This store provides paper and digital products for the Iranian legal community throughout the country. Its profits are used to strengthen the foundation of the Law Research Institute.
Voluntary Support and Cooperation
Due to financial limitations, the development of the research institute’s activities has been done in a gradual and patient manner. The research institute has attracted the support of many people, who have always encouraged the managers of the research institute during times of difficulty. They have supported the work of the institute through cooperation in:
- research projects
- the editorial board of publications
- the selection, publication, and production of suitable books
- theoretical legal meetings
- encouraging students to collaborate with the research institute
- promoting legal literature
In many cases, lawyers and professors have recommended our work by introducing the research institute and its products to scholars around the world. We welcome more support from the lawyers of the country and request them to inform us of their needs. Also, the research institute always welcomes any kind of voluntary cooperation from lawyers, professors, researchers and legal experts who are interested in advancing the country’s legislative system.
